<br />2.0 Firm and Team Experience
<br />2.1 Description of Grant Thornton
<br />Grant Thornton LLP is the U.S. member firm of Grant Thornton International Ltd, one of the world’s
<br />leading organizations of independent assurance, tax, and advisory services. Proactive teams, led by
<br />approachable partners, use data, best practices, experience, and instinct to understand complex issues
<br />for public sector, privately owned, and publicly listed clients. More than 8,000 Grant Thornton personnel,
<br />across over 51 offices (including six across California - Los Angeles, over 250 partners, managers and
<br />staff in our Orange County office, Sacramento, San Diego, San Francisco and Silicon Valley), are
<br />focused on making a difference to clients, colleagues and the communities in which we live and work.
<br />Grant Thornton Public Sector Practice
<br />Grant Thornton launched its Public Sector Advisory Services in 1997. Since then, we have provided
<br />grants management and compliance services across the spectrum of federal, state and local agencies.
<br />We bring subject matter experts to assist in designing an overall framework under which recovery
<br />program funds are evaluated and planned. We help the City conduct necessary analyses to understand
<br />the eligibility restrictions and compliance requirements of proposed projects for SLFRF funding. In this
<br />manner, program goals are established to align funds where and when they are needed. In reviewing the
<br />scope of work, a clear foundational requirement for grants and financial management experience exists.
<br />This is a core competency within Grant Thornton Public Sector, and for the firm as a whole. At the
<br />Federal level, we have provided grants oversight and grantee technical assistance services on behalf of
<br />the largest awarding agencies in government. At the State and Local levels, we help recipients manage
<br />hundreds of direct federal grants and state-pass through grants, including detailed reviews of eligible
<br />expenses. We currently provide clients with COVID-19 relief fund support across the funding life cycle.
<br />Recent examples include engagements by the counties of New Castle, Delaware and Marin, California to
<br />help them manage CARES Act, ARPA and other COVID-19 relief grants by administering pass-through
<br />funding to hundreds of subrecipients. We provide these recent examples in our past performance write-
<br />ups. During the COVID-19 pandemic, members of our proposed team assist dozens of non-profit, and for-
<br />profit, healthcare providers manage and report on the use of over $640 million in payments from the
<br />Department of Health and Human Services’ Provider Relief Fund.

<br />2.2 Project Manager: Dustin Hinkel
<br />Mr. Hinkel is a dynamic and innovative leader
<br />with over 12 years’ experience in the fields of
<br />emergency management and local government
<br />administration. Dustin began his career in
<br />emergency management and public service by
<br />focusing his university education on the physical
<br />and societal effects of natural and technological
<br />hazards. He leveraged his education and
<br />continued his professional development to
<br />become the youngest County Emergency
<br />Management Director and, later, County
<br />Administrator in the state of Florida. His special
<br />expertise is in the areas of local government
<br />administration, grants management, crisis
<br />response, management, and recovery, strategic
<br />planning, and policy development and
<br />implementation.
<br />Mr. Hinkel has led teams providing financial management and advisory services to recipients of federal
<br />funding from every major Coronavirus related legislation passed by the Congress, including the State and
<br />Local Fiscal Recovery Fund (Treasury), Coronavirus Relief Fund (Treasury), Provider Relief Fund (Health
<br />and Human Services), and COVID-19 Public Assistance Program (Homeland Security).
