Responsibilities include <br />the QA/QC review of all assigned Project Worksheets, final approval of subrecipient reimbursement <br />requests, management of technical staff and providing guidance on the project implementation. <br />Passaic Valley Sewerage Commission (PVSC) - Serves as the Project Manager for Grant Thornton’s <br />contract with the New Jersey Department of Treasury to provide fiscal integrity oversight and compliance <br />monitoring reviews of FEMA funded recovery efforts. The monitoring involves the compliance reviews of <br />PVSC’s financial, administrative and procurement processes; invoice processing and contractual <br />payments; and monthly reporting of 12 engineering and/or construction projects associated with <br />approximately $500 million in recovery and mitigation work. <br />Texas Department of Public Safety - Served as a Senior Emergency Management Specialist supporting <br />the Texas Division of Emergency Management (TDEM) in their FEMA Public Assistance Program <br />recovering from presidentially declared disasters in 2015 and 2016, providing quality assurance reviews <br />of FEMA Project Worksheets (PW); and authorizing payment approvals as TDEM’s Grant <br />Administrator. Mr. Barth was responsible for the management of Grant Thornton staff assigned to TDEM <br />overseeing the project and account closeouts. <br />New Jersey Office of Emergency Management (NJOEM) - Served as the Program Manager of Grant <br />Thornton’s contract with the New Jersey Office of Emergency Management (NJOEM) reviewing <br />compliance procedures for small project PWs, developing the required standard operating procedures, <br />and providing a QA/QC review of small project PWs related to the Superstorm Sandy recovery efforts. <br />Director, Division of Budget and Finance, New Jersey Department of Environmental Protection <br />- Responsible for the implementation, execution and management of the Department of Environmental <br />Protection’s (DEP) annual operating and capital budgets including related federal funding. Responsible <br />for the Department’s financial accounting and grants management systems and procurement operations. <br />Lead the implementation of a Performance Base Budget system integrating programmatic budget needs, <br />strategic directions and financial solutions; developing the schedule, issuing the necessary guidance, <br />overseeing and preparing the required financial analyses of multiple funding options as part of DEP’s <br />annual budget process. Participated on a work team to incorporate Key Performance Indicators into a <br />budget measurement system. Coordinated an internal DEP team to identify multiple state and federal <br />funding sources to address immediate response activities to Hurricane Sandy damage. Developed a <br />management structure to identify, maximize and manage federal funding sources for New Jersey’s <br />Rebuilding and Recovery efforts as they related to the New Jersey Department of Environmental <br />Protection recovery efforts. Established the process and procedures to ensure the necessary internal <br />controls were in place to oversee the spending and grant compliance conditions during the <br />implementation phases of rebuilding. <br />Deputy Director, Division of Financial Management, Planning and General Services - Responsible <br />for the financial condition of the Department’s appropriations of General State Funds, Bond Funds, <br />Special Revenue Funds and associated Dedicated Funds. Responsible for the supervision of the <br />Department’s procurement activities.
