City Council Ad Hoc Committees and Standing Subcommittees <br />December 21, 2021 <br />Page 3 <br />2 <br />3 <br />5 <br />4 <br />Collaboration City Council Standing Subcommittee is to study, review, and/or discuss the <br />following topics: <br />Create opportunities to collaborate with educational institutions that serve Santa <br />Ana, including public school districts (such as the Santa Ana Unified School <br />District, Garden Grove Unified School Districts, and others), private schools, <br />charter schools, higher education institutions, and others to improve service <br />delivery. <br />Identify existing and future joint-use agreements for City-owned and school district- <br />owned facilities to streamline and modernize service delivery. <br />The School Collaboration City Council Standing Subcommittee may meet jointly with <br />subcommittees of legislative bodies should those legislative bodies decide to establish <br />their own subcommittees that meet at the same time, place, and manner of the School <br />Collaboration City Council Subcommittee; moreover, the School Collaboration City <br />Council Standing Subcommittee may meet with subcommittees of legislative bodies or <br />their representatives in the form of those individuals attending and participating in the <br />subcommittees of legislative bodies as attendees as agendized in those meetings. <br />There is a desire among members of the City Council to establish additional standing City <br />Council subcommittees: <br /> <br />SUBCOMMITTEE SCOPE <br />Legislative Provide on-going guidance and direction to help facilitate the City’s legislative <br />affairs efforts. This includes setting legislative priorities, directing legislative <br />advocacy, making policy recommendations relating to how the City may <br />respond to legislative actions that may affect the City. <br />Public Safety and <br />Homelessness <br />Provide on-going guidance and direction relating to public safety services <br />(police and fire) in Santa Ana. <br />Provide on-going guidance and direction relating to homeless services in <br />Santa Ana. Assess the impacts of homelessness on the quality of life of <br />community members. <br />The City Council may consider the attached resolution (Exhibit 1) to establish the <br />Legislative City Council Standing Subcommittee and the Public Safety and <br />Homelessness City Council Standing Subcommittee. If the resolution is adopted, the <br />newly established standing subcommittees will create and approve its own by-laws that <br />will provide further detail relating to their scope of work of advising the City Council. Staff <br />recommends that each member of the standing subcommittee serve for a two-year term <br />commencing with the first meeting of the newly installed City Council following a general <br />election. These provisions are consistent with the provisions established in Resolution <br />2017-009 and Resolution 2021-XXX, which established the last series of standing <br />subcommittees. Standing committees of the City Council are subject to the various <br />meeting requirements of the Brown Act. Agendas for standing committees must be <br />posted, minutes must be taken, and the meetings must be open and accessible to the <br />public, among others.
