Public Works Agency <br />www.santa-ana.org/pw <br />Item # 13 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />November 16, 2021 <br />TOPIC: Omnibus Concrete Repairs <br />AGENDA TITLE <br />Award a Construction Contract to CJ Concrete Construction, Inc., in the Amount of <br />$360,183, for the Omnibus Concrete Repairs FY 2021-22 Project, with an Estimated <br />Project Delivery Cost of $594,210.50 (Project No. 22-6970) (Non-General Fund) <br />RECOMMENDED ACTION <br />1. Award a construction contract to CJ Concrete Construction, Inc, the lowest <br />responsible bidder, in accordance with the base bid in the amount of $360,183, for <br />construction of the Omnibus Concrete Repairs FY 2021-22, for the term beginning <br />January 3, 2022, and ending upon project completion, and authorize the City <br />Manager to execute the contract subject to non-substantive changes approved by the <br />City Manager and the City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated construction delivery cost of <br />$594,210.50, which includes $360,183 for the construction contract; $54,027.50 for <br />contract administration, inspection and testing; and a $180,000 project contingency <br />for unanticipated or unforeseen work. <br />DISCUSSION <br />The scope of work for the Omnibus Concrete Repairs project includes removal and <br />replacement of Portland Cement Concrete. This project will provide for replacement of <br />damaged and deteriorated concrete sidewalk, curbs, gutters, cross gutters, wheelchair <br />ramps, driveway approaches and concrete pavement in the areas identified (Exhibit 1). <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, the City notified a total of <br />250 regional vendors via PlanetBids, many of which are Santa Ana based. Thirty-eight <br />vendors requested bidding documents, and a total of seven bids were received. Bids were <br />not received from any Santa Ana contractors. <br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register <br />newspaper on August 28 and September 3, 2021.
