On-Call Agreements for Housing Financial, Advisory and Analytical Services <br />November 16, 2021 <br />Page 2 <br />2 <br />2 <br />2 <br />7 <br />summarizes the results of the evaluation by the Review Panel, providing the average <br />score and ranking for each proposal: <br />Rank Proposal Submitted By Average Score* <br />1 Keyser Marston Associates 96.75 <br />2 DRA-David Paul Rosen & Associates 78.75 <br />3 RSG, Inc.77.75 <br />4 EcoNorthwest 77.25 <br />* Maximum score is 100 points <br />In accordance with the RFQ, staff recommends approving agreements with one or more <br />financial advisors to serve in a full service capacity for purposes of advising the City and <br />the Authority, as needed on financial matters and programs of work involving affordable <br />housing. The top three firms’ proposals were from Keyser Marston Associates, DRA- <br />David Paul Rosen & Associates and RSG, Inc. Each firm brings decades of experience, <br />knowledge and expertise in providing affordable housing financial advisory services. As <br />such, staff recommends that the City approve Agreements with Keyser Marston <br />Associates, David Paul Rosen & Associates and RSG, Inc. for on-call affordable housing <br />financial, analytical and advisory services on an as–needed basis in a shared amount not <br />to exceed $250,000 (Exhibit 1, 2 and 3). <br />FISCAL IMPACT <br />Prior to utilizing any of these on-call services, staff will ensure sufficient funds are <br />available in the appropriate program budget and will track expenditures to ensure the City <br />and Housing Authority does not exceed the aggregate $250,000 maximum total. <br />The agency anticipates a variety of housing funds may be utilized for these agreements, <br />including, but not limited to the following programs: <br />Accounting Unit- <br />Account Fund Description Accounting Unit, Account <br />Description <br />13018780-62300 HOME Program HOME, Contract Services- <br />Professional <br />13518780-62300 Community Development <br />Block Grant <br />CDBG, Contract Services- <br />Professional <br />14018760-62300 Housing Choice Vouchers HCV, Contract Services- <br />Professional <br />14218760-62300 Neighborhood Stabilization <br />Program 1 <br />NSP 1, Contract Services- <br />Professional <br />14218761-62300 Neighborhood Stabilization <br />Program 2 <br />NSP 2, Contract Services- <br />Professional <br />14218762-62300 Neighborhood Stabilization <br />Program 3 <br />NSP 3, Contract Services- <br />Professional <br />14318760-62300 CalHOME Loans CalHOME, Contract
