CITY OF SANTA ANA COMMUNITY DEVELOPMENT AGENCY - <br />AFFORDABLE HOUSING FINANCIAL, ANALYTICAL & ADVISORY SERVICES <br />KMA has a robust practice in evaluating the development economics of individual projects -including <br />projects with an affordable housing component. From this practice, we understand construction costs, <br />financing structures and the "affordability and feasibility gaps" associated with developing both market <br />rate and affordable housing. The following describes aspects of KMA's experience relevant to the <br />requested scope of services: <br />A.MARl<ET AND FINANCIAL ANALYSIS OF PROJECTS WITH AN AFFORDABLE HOUSING COMPONENT <br />Market and Financial Analysis <br />KMA prepares market and financial analyses that result in identifying an appropriate level of client <br />investment in a project. We evaluate the impact of burdens and incentives on affordable housing <br />programs and advise on all aspects of project funding sources, Including the use of available outside <br />funding and assistance sources. Since 1989, KMA has assisted clients in structuring affordable housing <br />projects that use multiple funding sources including the following: <br />1.Low Income Housing Tax Credits (Tax Credits), including both the competitively awarded 9% Tax <br />Credits and the 4% Tax Credits that are awarded in conjunction with Tax Exempt Multifamily <br />Bonds allocated by the California Debt Limit Allocation Committee (CDLAC). <br />2.Low and Moderate Income Housing Asset Funds (Housing Asset funds). <br />3.Funding sources admi nistered by the California Department of Housing and Community <br />Development Including: <br />a.Affordable Housing and Sustainable Communities (AHSC} funds; <br />b.Multifamily Housing Program (MHP) funds; <br />c.No Place Like Home (NPLH) funds; and <br />d.Project Homekey funds. <br />4.California Housing Financing Agency (CalHFA) funds. <br />5.United States Department of Housing and Urban Development (HUD} funds including: <br />a.HOME Program funds; <br />b.Community Development Block Grant (CDBG) funds; <br />Keyser Marston Associates, Inc.
