Finance and Management Services <br />www.santa-ana.org/finance <br />Item # 20 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />November 16, 2021 <br />TOPIC: Debit and Credit Card Merchant Payment Processing Services <br />AGENDA TITLE: <br />Approve Renewal Agreement with TSYS Merchant Solutions, LLC, DBA Global <br />Payments, for Debit and Credit Card Merchant Payment Processing Services, including <br />Europay, MasterCard, Visa and e-Commerce Gateway Transaction Integration and <br />Support in the Amount not to Exceed $172,500, which Includes a General Contingency <br />of $22,500 <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a renewal agreement with TSYS Merchant <br />Solutions, LLC, DBA Global Payments, for debit and credit card payment processing <br />services, including Europay, MasterCard, and Visa and e-Commerce gateway transaction <br />integration and support in an amount not to exceed $172,500, which includes a general <br />contingency of $22,500. The renewal agreement shall commence November 16, 2021, <br />and expire June 30, 2022, and will cover all services provided by Consultant since July <br />1, 2021, subject to non-substantive changes approved by City Manager and City Attorney. <br />DISCUSSION <br />The Treasury & Customer Service Division (“Treasury”) of the Finance & Management <br />Services Agency (“FMSA”) is responsible for maintaining all banking related services for <br />the City. A component of banking is debit and credit card merchant payment processing <br />services. Since 1997, City of Santa Ana residents have been able to use debit and credit <br />cards to pay City of Santa Ana taxes, permits, fees, fines, and other charges due for City <br />services. Acceptance of a debit and/or credit card payment requires and involves using <br />a merchant service company such as TSYS Merchant Solutions, LLC, DBA Global <br />Payments (“TSYS”). MasterCard and Visa payment transactions are presented by TSYS <br />on behalf of the City for all credit card payments made at City facilities, including but not <br />limited to: City Hall Cashiering Counters, Police Department Traffic and Records <br />Divisions, and the Santa Ana Zoo. <br />On March 12, 2012, the City Council authorized a moratorium on the imposition of City <br />debit and credit card processing fees to promote electronic payments and attract more <br />online payments by customers; and in March 2013, Treasury negotiated a significant <br />reduction of the TSYS discount fee from 1.5% to 0%, which has helped the City offset
