(Requires five affirmative votes) <br />DISCUSSION <br />The State Employment and Development Department (EDD) issued Workforce Services <br />Information WSIN21-06 on July 26, 2021, announcing the Rapid Response fund <br />allocations for each Local Workforce Development Area for the period of July 1, 2021 <br />through June 30, 2022 (Exhibit 1). Santa Ana will receive $114,076 more than what was <br />approved in the FY 2021-22 City-adopted budget. At the time the FY 2021-22 City budget <br />was adopted, final award amounts were still unknown and staff used best estimates <br />based on prior-year award amounts. As a result, the Workforce Innovation and <br />Opportunity Act (WIOA) revenue and expenditure budgets adopted do not reflect the <br />actual award amounts. Therefore, an appropriation adjustment is needed to align the <br />budget to match the actual award, reducing the revenue and increasing the expenditure <br />budgets as follows:
