<br />19 <br /> <br />D. Tree City USA <br />The City will make every effort to maintain the Tree USA status or become a Tree City USA. There <br />are many benefits to becoming designated as a Tree City USA that has immediate benefits for our <br />community. This includes a framework for community forest standards: it elevates the public image of <br />the City and of citizen pride, provides access to urban forestry related financial assistance and <br />provides opportunities for good direct public relations. <br /> <br />To qualify as a Tree City USA community, a town or city must meet four standards established <br />by The Arbor Day Foundation and the National Association of State Foresters. <br />These standards were established to ensure that every qualifying community would have a viable <br />Citywide tree program. <br />1. A Tree Board or Department <br />2. A Tree Care Ordinance <br />3. A Community Forestry Program with an Annual Budget of at Least $2 Per Capita <br />4. An Arbor Day Observance and Proclamation. <br /> <br />E. Tree Advisory Commission – Environmental Transportation Advisory Commission (ETAC) <br />1. The duties of ETAC shall consist of acting in an advisory capacity to the city council in <br />the study, review, and recommendations with regard to the removal, planting, replanting <br />or disposition of public trees in the public right of way. ETAC shall review and make <br />recommendations regarding requests for public tree removal by individual property <br />owners, neighborhood associations, or developers. The ETAC shall make <br />recommendations on designated species for specific streets and neighborhoods. <br />2. ETAC will assist in the dissemination of news and information regarding the protection, <br />maintenance, removal and planting of public trees on public property to the city council <br />and citizens of the City of Santa Ana. <br />3. ETAC, when requested by the city council, shall consider, investigate, make finding, <br />report and recommend upon any special matters of question coming within the <br />scope of the urban forest. <br />4. The duties of ETAC shall also consist of acting in an advisory capacity to the city <br />council, in the study, review, and recommendation related to master planning of <br />transportation and streetscape matters, and guiding principles on Water and <br />Wastewater matters. <br />5. The ETAC shall provide general input regarding the City's Circulation Element, the <br />Bicycle and Pedestrian Master Plans, and Citywide Complete Streets, and advice on <br />major surface transportation programs. ETAC may also provide input on street <br />environment, streetscape, and right of way aesthetics. <br /> <br />The commission will involve a diverse group of interested people such as city employees, volunteers, <br />city council representatives, parks personnel, local business people, civic groups, etc. <br />Section 8: Education and <br />Community Outreach (continued)
