Approve an appropriation adjustment to recognize Office of Traffic Safety (OTS) <br />Pedestrian and Bicycle Safety grant funds in the amount of $100,000 in the OTS-PWA <br />Traffic Safety Grants, Federal Grants -Indirect revenue account and appropriate the <br />same amount to the OTS-Bicycle Safety PWA, Contract Services -Professional <br />expenditure account. (Requires five affirmative votes) <br />2. Authorize the City Manage to execute a one-year grant agreement (PS22025) with <br />the State of California Office of Traffic Safety for Pedestrian and Bicycle Safety <br />Program funds in an amount not to exceed $100,000 for a one-year period beginning <br />October 1, 2021 and ending September 30, 2022, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />3. Authorize the City Manager to execute an agreement with Charitable Ventures of <br />Orange County, Inc. to provide bicycle safety education services for a one-year period <br />beginning October 19, 2021 and ending October 31, 2022, in an amount not to exceed <br />$100,000, subject to non -substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />The City's Public Works Agency partnered with Santa Ana Active Streets (SAAS) to <br />develop a custom Pedestrian and Bicycle Safety Program (Program) for the City of Santa <br />Ana. The Program was submitted by the Public Works Agency in partnership with SAAS <br />to the State of California Office of Traffic Safety (OTS), and has been awarded a $100,000 <br />grant (Exhibit 1). These funds will be used to address pedestrian and bicycle safety <br />through a series of safety education workshops and events. The goal of the program is <br />
