Executive Summary <br />Date: November 3, 2021 <br />Applicant Name: City of Santa Ana <br />City: Santa Ana <br />Project Length of Time: 10 Months (Construction) <br />County: Orange <br />Estimated Completion Date: Dec. 2023 <br />State: California <br />Located on a Federal Facility: No <br />The City of Santa Ana is a Category A applicant. <br />Project Summary <br />The City of Santa Ana Public Works Agency (the City) purchases 18,000,000 kilowatt hours <br />(kWh) of electrical power each year to operate well pumps and booster pumps to deliver <br />potable water to 44,565 customer meters. The proposed Solar Power Generation at the Garthe <br />and West Pump Stations Project ("Project") will create a renewable energy system at two of the <br />City's pump station/reservoir facilities to offset some of the electric load, reduce the associated <br />greenhouse gas (GHG) emissions and lower the City's electric bill. This solar power will be <br />generated by mounting photovoltaic (PV) modules on top of water storage reservoirs at the <br />Garthe and West Pump Station facilities. The Project is expected to generate an estimated <br />additional 1,316,942 kWh annually, reducing the associated Greenhouse Gas emissions and <br />demonstrating significant progress toward achieving the 2015 City of Santa Ana Climate Action <br />Plan (Appendix A) goal to reduce carbon dioxide equivalent (CO2e) 30% by the year 2020 and <br />40% by 2035, relative to the 2008 baseline. This renewable energy source is expected to result <br />in an annual savings of approximately $77,945, which will be used by the City to invest in future <br />solar/energy efficiency projects (such as battery storage) at City facilities. The Project is also <br />expected to enhance water reliability and improve water conservation management by <br />reducing the amount of water consumed during energy production, saving an estimated 101.4 <br />acre feet per year (AFY) of water. <br />B. Project Location <br />The proposed Project is located in City of Santa Ana in Orange County, California, approximately <br />30 miles southeast of Los Angeles. The City of Santa Ana is bounded on the north by the Cities <br />of Garden Grove and Orange, on the east by the Cities of Tustin and Irvine, on the south by the <br />City of Costa Mesa, and on the west by the Cities of Westminster and Fountain Valley. The <br />Garthe Pumping station is located at 2401 N. Bristol Ave, Santa Ana, CA 92706 and has a <br />latitude of 33' 46' 6.477"N and a longitude of -117' 53' 3.1668"W. The West Pump Station is <br />located at 201 S.
