See accompanying text <br />summary for forecast statements. <br />The years 2012- 2015 marked the driest four-year period in 120 years of historical <br />records, along with historic high temperatures according to the California Department <br />of Water Resources. "Severe Drought Area" is characterized as widespread water <br />shortages or restrictions; "very high" fire risk; widespread crop and pasture losses; <br />shortages of water supply in reservoirs, streams and wells. <br />The proposed Project is intended to help provide energy resilience and drought <br />resilience to the Project area and western United States. Without action like this, we can <br />expect impacts similar to those the Project area actually experienced during the 2012-17 <br />drought, due to reduced supplies. Those impacts were severe, and included detrimental <br />impacts to energy, the environment, agriculture, wildlife, forestry, economics, health, <br />air quality and recreation. <br />Energy <br />The Project addresses the energy sustainability concerns by generating an estimated <br />1,316,942 kWh annually of renewable energy. <br />Energy sustainability is also a very serious concern in the City of Santa Ana and <br />throughout the state of California.
