D <br />Generation of Solar Power at Garthe and West Pump Station Facilities Project <br />Bureau of Reclamation Water Energy and Efficiency Grant FY2022 <br />SECTION 3: ENVIRONMENTAL AND CULTURAL RESOURCES <br />COMPLIANCE <br />Will the proposed project impact the surrounding environment (e.g., soil [dust], air, water <br />[quality and quantity], animal habitat)? Please briefly describe all earth -disturbing work and any <br />work that will affect the air, water, or animal habitat in the project area. Please also explain the <br />impacts of such work on the surrounding environment and any steps that could be taken to <br />minimize the impacts. <br />The proposed Project falls under Categorical Exemption for CEQA as identified by the State <br />Resources Agency. (CEQA Guidelines 14 CCR Section 15300-15331). The scope of work on this <br />project requires installation of solar equipment on the roof of existing reservoir structures; <br />therefore, there will be no earth- disturbing work or work that affects the air, water, or animal <br />habitat in the project area. Any incidental impacts from the construction phase of the project <br />will be limited in nature and temporary. To minimize any impacts, the construction period will <br />be limited to city ordinance requirements for noise and traffic. <br />Are you aware of any species listed or proposed to be listed as a Federal threatened or <br />endangered species, or designated critical habitat in the project area? If so, would they be <br />affected by any activities associated with the proposed project? <br />The Project area includes no known species listed or proposed -to -be -listed as a Federal threatened or <br />endangered species nor designated critical habitat. <br />Are there wetlands or other surface waters inside the project boundaries that potentially fall <br />under CWA jurisdiction as "Waters of the United States?" If so, please describe and estimate any <br />impacts the proposed project may have. <br />There are no known wetland or surfaced waters inside the project boundaries that potentially <br />fall under CWA jurisdiction as "Waters of the United States". <br />When was the water delivery system constructed? <br />For many years, the City of Santa Ana was a ranching community with some farming. To serve <br />this growing agricultural and domestic community, a municipal water system was formed in <br />1886. <br />Will the proposed project result in any modification of or effects to, individual features of an <br />irrigation system (e.g., headgates, canals, or flumes)?
