Fiscal Year 2020-21 Measure M2 Year -End Expenditure Report and Measure M2 Seven - <br />Year CIP <br />December 7, 2021 <br />Page 2 <br />(Exhibit 1) is a required reporting element that must be submitted within six months of the <br />jurisdiction's fiscal year end. <br />On June 3, 2021, the City Council approved the City's Seven -Year CIP, and approved <br />and authorized the Director of Public Works/City Engineer to Submit the City of Santa <br />Ana's Measure M2 eligibility submittals to OCTA by the June 30, 2021 deadline. <br />On August 23, 2021, OCTA notified the City of its review of the City's submittal, and <br />recommended that a revision be submitted for the M2 Seven -Year CIP. The requested <br />revision is necessary in order to re -authorize expenditures of two grant allocations for <br />current fiscal year expenditure. <br />As requested by OCTA, staff recommends that the City Council approve the Updated <br />Measure M2 Seven -Year CIP Project Report (Exhibit 2) to maintain eligibility for funding <br />under the Orange County Renewed Measure M Programs. <br />The revised M2 Seven -Year CIP Project Report is being updated to include the following <br />projects with M2 funding: Bristol Street Improvements, Phases 3A and 4. <br />Staff recommends that the City Council approve both Recommended Actions to continue <br />with the flow of project funding, while maximizing grant compliance under the grant <br />eligibility requirements presented. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />Approval of the Recommended Action will maintain the City's eligibility to receive Measure <br />M2 funds annually. Upon renewal of Measure M2 eligibility, the City of Santa Ana is <br />anticipated to receive an estimated $4.7 million in LFS funds and potentially over $11 <br />million in M2 competitive grant funds for Fiscal Year 2021-22. In the past, the City has <br />received an average of $20 million dollars in combined annual revenue from M2 LFS and <br />competitive fund program allocations. If the Recommended Actions are not approved, the <br />City will lose Measure M2 LFS revenue, along with the ability to apply for and receive <br />future OCTA Comprehensive Transportation Funding Program competitive grant funds. <br />EXHIBIT(S) <br />1.
