<br />City of Santa Ana Community Development Agency <br />Request for Proposals for Affordable Housing Development <br />Page 12 <br /> Project Cash Flow <br />o Provide a cash flow analysis that shows the order of repayment priorities. Be explicit about the <br />cash flow assumptions. <br /> <br /> Public Assistance Terms <br />o Identify any responsibilities that will be requested of the City of Santa Ana. <br /> <br />4) Projected Rental Income / Sales Prices. Include evidence that the rental income / sales prices shown in <br />the pro forma are reasonable and achievable. Please include a preliminary market study analysis that <br />supports that this is achievable. <br /> <br />5) Community Inclusion. <br /> Describe how neighborhood input was solicited and utilized in the development of your proposal. <br />Specifically, provide a description of any community outreach efforts that you undertook to inform the <br />development of your proposal, including early outreach meetings with local stakeholders, outreach to <br />the Santa Ana Unified School District, engagement with local neighborhood associations, letters of <br />support requested or received from local community groups, and any commitment to donate a portion <br />of your developer fee to a project or initiative in the surrounding neighborhood. <br /> Provide details on the development team's community outreach strategy for the project. Describe the <br />steps you will take after approval to ensure maximum feasible participation of local low-income <br />residents and businesses in the development of the project. Describe how the project will be <br />developed and operated so as to insure compliance with all relevant components of the Americans with <br />Disabilities Act. Please refer to the Community Outreach Guidelines in Exhibit J for additional <br />guidance. <br /> <br />6) Proposed Development Schedule. Taking as a starting point City Council approval of the pre-loan <br />commitment letter, provide a proposed development schedule that includes the following milestones at a <br />minimum: site acquisition, additional required loan commitments and funding from all other funding <br />sources, zoning change approvals (if necessary), preparation and approval of construction plans, start of <br />construction, completion of construction, and lease-up. <br /> <br />7) Current Tenants. Provide a listing of all tenants currently residing in the units, if applicable. <br /> <br />8) Proposer shall complete and return the follow ing Exhibits attached herewith: <br /> <br /> Exhibit B – Alignment with the City’s Housing Element and Strategic Plan <br /> <br /> Exhibit C – Additional Insured Endorsement for Commercial General Liability Policy (Not <br />required until after Developer selection) <br /> <br /> Exhibit D – Proposer’s Statement <br /> <br /> Exhibit E – Certification of Nondiscrimination <br /> <br /> Exhibit F – Non-Collusion Affidavit <br /> <br /> Exhibit G – Commitment to Enter into Memorandum of Understanding with the Santa Ana Work <br />Center <br /> <br />EXHIBIT 1
