Fiscal Year 21-22 Request for Proposals for Affordable Housing Development <br />December 7, 2021 <br />Page 5 <br />2 <br />2 <br />6 <br />1 <br />general, the Allocation Plan states that the City will issue an RFP for Affordable Housing <br />Development to commit the funds for the following two eligible activities: <br />1. To acquire, rehabilitate, or construct affordable rental housing primarily for <br />occupancy by households of individuals and families who are experiencing <br />homelessness; and <br />2. To acquire and develop HOME-ARP non-congregate shelter for individuals and <br />families experiencing homelessness. A non-congregate shelter is one or more <br />buildings that provide private units or rooms as temporary shelter to individuals <br />and families and does not require occupants to sign a lease or occupancy <br />agreement (e.g. motels). <br />As required by HUD, the Substantial Amendment to the Fiscal Year 2021-2022 Annual <br />Action Plan was made available for a 15-day public comment review period from <br />November 22, 2021 to December 6, 2021. A public notice was published on November <br />22, 2021 in the Orange County Register in English, La Opinion in Spanish, and the Ngoi <br />Viet in Vietnamese to inform the public of the commencement of the 15-day public <br />comment period and public hearing.
