Police Department <br />www.santa-ana.org/pd <br />Item # 15 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />September 21, 2021 <br />TOPIC: Contract for Bio-Hazard Crime Scene Clean-Up, and Jail Decontamination <br />Services <br />AGENDA TITLE: <br />Award a Contract with Ocean Blue Environmental Services, Inc. in an Annual Amount Not <br />to Exceed $90,000 for up to a Five-Year Term (Specification No. 21-085) (General Fund) <br />RECOMMENDED ACTION <br />Award a blanket order contract with Ocean Blue Environmental Services, Inc., for bio- <br />hazard crime scene cleanup and jail decontamination services for a two-year period <br />expiring September 20, 2023, with provisions for three one-year renewal options <br />exercisable by the City Manager, in an annual not to exceed amount of $90,000, subject <br />to non-substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Santa Ana Police Department contracts with outside vendors to handle crime scene, <br />biohazard, and jail cell decontamination clean-ups. These clean-up locations include the <br />following: traffic accidents, violent crime scenes, jail biohazard cleanup, and fentanyl <br />decontamination. There are many concerns and potentially dangerous bacteria, viruses, <br />and other bloodborne pathogens in biohazardous materials, and it is crucial that the <br />clean-up is handled correctly. <br />In order to clean blood, tissues, drugs, and other bodily fluids with precision, crime scene <br />clean-up companies use professional products and specialized equipment. For this <br />reason, biohazard clean-up should always be performed by trained professionals who <br />follow all established state and federal protocols for biohazard clean-up and disposal. The <br />Santa Ana Police Department will contract with Ocean Blue Environmental Services Inc <br />and receive services at a reduced rate, on a fixed fee schedule, saving time and money. <br />Santa Ana City Ordinance No. NS-2312 authorizes the City to purchase against contracts <br />from any public agency utilizing a competitive bid process.
