The City also <br />communicated with various institutions to facilitate the exchange of information and to develop <br />strategies to provide benefits and housing services. <br />Homeless needs and priorities continue to be identified through the County’s CoC system. The City <br />consults with the County and local ESG entitlement grantees in regard to the use of ESG funds. On-going <br />meetings are held to coordinate the development of eligibility criteria, performance standards and <br />outcome measurements, as well as to establish funding, policies, and procedures for the operation and <br />administration of the Homeless Management Information System (HMIS). <br />Identify actions taken to overcome the effects of any impediments identified in the <br />jurisdictions analysis of impediments to fair housing choice. 91.520(a) <br />The City evaluated barriers and constraints to the development of affordable housing as a critical <br />component of the Housing Element. The California Department of Housing and Community has certified <br />Santa Ana’s Housing Element. In addition, the City of Santa Ana is currently updating its Analysis of <br />Impediments to Fair Housing Choice to ensure the City is affirmatively furthering fair housing for all <br />residents of Santa Ana. Through this process, the City has identified a set of city-specific <br />and regional goals and approaches to address barriers to affordable housing and affirmatively further <br />fair housing in the City. The City will continue to work to meeting the goals and objectives set forth in <br />the Analysis of Impediments update. <br />
