Public Works Agency <br />www.santa-ana.org/pw <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />September 7, 2021 <br />TOPIC: Permit Parking Program <br />AGENDA TITLE <br />Receive and File Permit Parking Program Evaluation <br />RECOMMENDED ACTION <br />Receive and file Permit Parking Program Evaluation. <br />DISCUSSION <br />First established in the early 1990s, the purpose of residential permit parking is to <br />enhance the quality of life in residential neighborhoods by reducing parking congestion, <br />noise, traffic hazards, and illegal activities. This is accomplished by limiting the number <br />of street-parked vehicles on a residential block within a permit parking district. Every effort <br />is made to achieve this purpose with minimum impact on adjacent commercial <br />establishments, residences, and institutions. <br />As the program was established in the 1990s, Public Works Agency staff will be <br />conducting a comprehensive evaluation to update the guidelines and requirements to <br />address changes in the California Vehicle Code, the lengthy process currently in place to <br />approve requests, and the limited payment options. Staff will be taking a holistic approach <br />and soliciting community input prior to finalizing the program updates. The following steps <br />will be taken during the evaluation process: <br />1. Develop Request for Proposals for consultant services. <br />2. Retain a consultant to evaluate current program and rules. <br />3. Survey other municipalities. <br />4. Assemble a City Council Ad Hoc Committee (if desired). <br />5. Hold community outreach meetings for feedback on possible program <br />improvements. <br />6. Develop options and alternatives for program improvements. <br />7. Hold a City Council Work Study session to receive input and direction from Council. <br />8. Conduct citywide community outreach.
