At that meeting, members of the City Council directed staff to <br />conduct additional research and activities as follows: <br />Further examine the Auditor/Monitor Model. <br />Further examine the Investigation-Focused model. <br />Explore police oversight mechanisms from the cities of Berkeley, Riverside, <br />Oakland, and Anaheim. <br />Explore costs associated with police oversight, including expenditures relating to <br />the use of subpoena. <br />Explore the make-up of board/commission/committee/groups with regard to the <br />eligibility criteria, appointments procedure, term limits, and scope of work. <br />In the sections below, this report provides information in response to each of those topics. <br />Introduction to Police Oversight <br />Police oversight (also referred to as “civilian oversight”) is a form of oversight of police <br />officer conduct, whose purpose is to improve police performance and accountability. <br />Police oversight mechanisms typically serve as a source of external oversight over police <br />agencies. Police oversight mechanisms in the United States operate in a variety of <br />political and socioeconomic environments and exhibit variation in terms of their formal <br />authority, level of professionalization, staffing, budgetary authority, and style of oversight. <br />They are often created through local government ordinance or an amendment to the local <br />government charter.
