School Collaboration City Council Subcommittee <br />September 7, 2021 <br />Page 2 <br />2 <br />0 <br />5 <br />7 <br />purpose and (2) for a limited time period, whereas subcommittees are standing <br />committees that can meet on an on-going basis and do not need to meet for a specific <br />purpose. <br />School Collaboration Ad Hoc Committee’s Recommendation to Establish the School <br />Collaboration City Council Subcommittee <br />Below are details of the School Collaboration Ad Hoc Committee: <br />Composed of Councilmembers Mendoza, Hernandez, and Lopez, each <br />appointed by the Mayor <br />Serves in an advisory capacity to the City Council <br />Studies, reviews, and/or discusses the following topics: collaboration with the <br />Santa Ana Unified School District and other school districts which provide <br />services to Santa Ana residents relating to advancing programs and services for <br />residents; and existing and future joint-use agreements for City-owned and <br />school district-owned facilities <br />Reports in intervals as needed <br />Automatically dissolves upon the report to the full City Council <br />The School Collaboration Ad Hoc Committee met five times to review and discuss <br />opportunities to collaborate with the various educational institutions in Santa Ana, <br />including the all of the public school districts that serve Santa Ana. Additionally, the Ad <br />Hoc Committee discussed the Santa Ana Water Tower. On August 27, 2021, the School <br />Collaboration Ad Hoc Committee recommended that the City Council disband the Ad <br />Hoc Committee and consider a resolution (Exhibit 1) to establish a standing <br />subcommittee that could jointly meet with the Santa Ana Unified School District <br />Governing Board and legislative bodies from other educational institutions—to be <br />referred to as the School Collaboration City Council Subcommittee. The purpose of the <br />School Collaboration City Council Subcommittee is to study, review, and/or discuss the <br />following topics: <br />Create opportunities to collaborate with educational institutions that serve Santa <br />Ana, including public school districts (such as the Santa Ana Unified School <br />District, Garden Grove Unified School Districts, and others), private schools, <br />charter schools, higher education institutions, and others to improve service <br />delivery <br />Identify existing and future joint-use agreements for City-owned and school district- <br />owned facilities to streamline and modernize service delivery <br />The Subcommittee will create and approve its own by-laws that will provide further detail <br />relating to its scope of work of advising the City Council. Provisions of these by-laws will <br />include, among other parameters, a recurring meeting schedule. Additionally, the City will <br />seek to convene Subcommittee meetings jointly with legislative bodies from other <br />educational institutions. To date, the City has received notification from the Santa Ana <br />Unified School District that their Governing Board is interesting in meeting jointly with the <br />Subcommittee.
