<br /> 1 <br />AGREEMENT WITH BARRIOS & ASSOCIATES TO PROVIDE <br />COMMUNITY OUTREACH AND PROMOTIONAL SERVICES <br /> <br />THIS AGREEMENT is made and entered into this 17th day of August 2021, by and <br />between Barrios & Associates, LLC, dba Communications LAB, a California limited liability <br />company (“Consultant”) and the City of Santa Ana, a charter city and municipal corporation <br />organized and existing under the Constitution and laws of the State of California ("City"). <br /> <br />RECITALS <br /> <br />A. On February 17, 2021, the City issued Request for Proposal No. 21-009, by which it sought a <br />Consultant having special skill and knowledge in the field of community outreach and <br />promotional services related to the ReadyOC (ROC) Emergency Preparedness Campaign <br />and the “If You See Something, Say Something™” (S4) Public Awareness Campaign. <br /> <br />B. The City, acting through the Santa Ana Police Department in its capacity as a Core City <br />for the Anaheim/Santa Ana Urban Area under the FY19 Urban Areas Security Initiative, <br />has applied for, received and accepted a grant from the U.S. Department of Homeland <br />Security, Federal Emergency Management Agency, through the State of California, Office <br />of Emergency Services, to enhance security and overall preparedness to prevent, protect, <br />mitigate respond to, and recover from acts of terrorism, hereinafter referred to as “the <br />Grant.” <br /> <br />C. Consultant represents that it has the necessary skills and experience to expand and enhance <br />the current Ready OC and “If You See Something, Say Something™” Campaigns and <br />existing websites utilizing successful marketing strategies and outlets such as multi-media <br />events, social media venues, Public Service Announcement videos, radio station <br />advertisements, and business partnership groups. <br /> <br />D. In undertaking the performance of this Agreement, Consultant represents that it is <br />knowledgeable in its field and that any services performed by Consultant under this <br />Agreement will be performed in compliance with such standards as may reasonably be <br />expected from a professional consulting firm in the field. <br /> <br />NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the <br />terms and conditions hereinafter set forth, the parties agree as follows: <br /> <br />1. SCOPE OF SERVICES <br /> <br />Consultant shall perform those services as set forth in Exhibit A for the Ready OC <br />Campaign and Consultant shall perform those services as set forth in Exhibit B for the “If You See <br />Something, Say Something™” Campaign. Scope of services for FY2022, FY2023, FY2024, and <br />FY2025 will be amended yearly no later than Q3 of the previous fiscal year and shall be approved <br />by the City Attorney and City Manager. <br /> <br />
