School Collaboration City Council Subcommittee <br />September 21, 2021 <br />Page 2 <br />2 <br />1 <br />0 <br />6 <br />The Subcommittee will create and approve its own by-laws that will provide further detail <br />relating to its scope of work of advising the City Council. Provisions of these by-laws will <br />include, among other parameters, a recurring meeting schedule. Additionally, the City will <br />seek to convene Subcommittee meetings jointly with legislative bodies from other <br />educational institutions. To date, the City has received notification from the Santa Ana <br />Unified School District that their Governing Board is interesting in meeting jointly with the <br />Subcommittee. <br />Make-Up of the Subcommittee <br />The School Collaboration City Council Subcommittee will consist of two or three members <br />who are appointed by a majority of the entire City Council at a public meeting. Additionally, <br />each member of the subcommittee will serve for a two-year term commencing with the <br />first meeting of the newly installed City Council following a general election (note: since <br />this subcommittee was established on September 7, 2021, councilmembers who are <br />appointed to serve on it will serve a term through the first meeting of the newly installed <br />City Council following the November 8, 2022 general election, or on December 21, 2022). <br />These provisions are consistent with the provisions established in Resolution 2017-009, <br />which established the last series of City Council subcommittees. <br />Standing committees are subject to the various meeting requirements of the Brown Act. <br />Agendas for standing committees must be posted, minutes must be taken, and the <br />meetings must be open and accessible to the public, among other requirements. <br />Action Required <br />At this time, staff is requesting that the City Council, by a majority vote, appoint two to <br />three councilmembers to serve on the School Collaboration City Council Subcommittee. <br />Once members are appointed to the subcommittee, staff will schedule the first <br />subcommittee meeting. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />Submitted By: Kristine Ridge, City Manager <br />Approved By: Kristine Ridge, City Manager
