Public Works Agency <br />www.santa-ana.org/pw <br />Item # 15 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />August 17, 2021 <br />TOPIC: Caterpillar Diesel Standby Generator Sets for Water Wells <br />AGENDA TITLE <br />Award a Contract to Quinn Power Systems for the Purchase of Two Caterpillar Diesel <br />Standby Generator Sets for Well 28 and Well 31 in the Amount of $458,870 (Specification <br />No. 21-078) (Non-General Fund) <br />RECOMMENDED ACTION <br />Award a contract to Quinn Power Systems for the one-time purchase of two Caterpillar <br />diesel standby generator sets for Well 28 and Well 31 in an amount not to exceed <br />$458,870, subject to non-substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />The Public Works Agency’s Water Resources Division oversees and maintains the daily <br />operations of the City’s water and sanitary sewer systems. The water system is composed <br />of approximately 480 miles of water main, 21 groundwater wells, seven pump stations, <br />10 reservoirs with a storage capacity of 49 million gallons, four pressure-regulating <br />stations, and seven connection points to the Metropolitan Water District (MWD). The <br />system has an average daily demand of 30 million gallons from its roughly 45,000 service <br />connections. <br />During power outage events, such as the Public Safety Power Shutoffs (PSPS) performed <br />by the City of Santa Ana’s energy provider Southern California Edison (SCE) to reduce <br />the fire risk caused by the SCE infrastructure, certain water production equipment is <br />rendered non-operational. In response, the Water Resources Division applied for and <br />received $300,000 in funding from the California Governor’s Office of Emergency <br />Services (CalOES) Community Power Resiliency Allocation to Cities Program for the <br />purchase of fixed power generators for use at Wells 28 and 31. These generators will <br />ensure that water production equipment at these two sites remain operational during <br />power outage events. <br />Santa Ana Ordinance No. NS-2312 authorizes the City to purchase against contracts from <br />any public agency employing a competitive bid process.
