3. Firm and Team Experience <br />ii. General Description of Firm <br />Health Management Associates, Inc. (HMA) is an independent, national research and <br />consulting firm. Founded in 1985, HMA provides technical and analytical services with a focus <br />on advancing the administration and delivery of public health care and social services programs. <br />HMA currently employs 309 total staff, of which more than 230 are consultants who provide <br />services to clients. We have 22 office locations in 16 states and Washington, DC, and we have <br />worked in all 50 states. In the key staff section below, we present five employees who will work <br />directly on this project; they will be supported by a research associate to be assigned once the <br />project begins. <br />HMA is a private, for-profit āCā corporation, incorporated in the State of Michigan in good <br />standing and legally doing business as Health Management Associates, Inc. <br />Dedicated to serving populations who depend on publicly funded services, we provide <br />policymakers, providers, health plans, foundations, and community-based organizations with <br />strategic guidance, technical assistance, data analysis, research and evaluation, policy <br />development, decision support, and implementation services. <br />Through the years, HMA has distinguished itself from other consulting companies by our <br />decades-long tradition of hiring senior-level policymakers, such as former state Medicaid <br />directors, mental health commissioners, budget officers, insurance directors, policy advisors, <br />governors and other elected officials, and former senior officers from key federal agencies, as a <br />complement to our many clinicians, hospital and health system leaders, and Medicaid managed <br />care executives. Our staff members have backgrounds in health policy and program <br />administration, project management and support, managed care, clinical and social services, <br />health information systems, health economics, health care finance and reimbursement, <br />pharmacy benefit design and management, and data analysis and evaluation. <br />iii. Project Manager <br />Christina Altmayer will serve as the project manager and as the primary point of contact <br />between the HMA team and the City. Ms. Altmayer brings more than 20 years of consulting <br />project management experience, including multiple projects in Santa Ana and with the Orange <br />County community. She worked extensively on multiple projects with the County, philanthropic <br />partners, and community agencies and was the former executive director of the Children and <br />Families Commission of Orange County (renamed to First 5 Orange County) from 2012 through <br />2016. As a consultant, she provided technical assistance to the community planning team to <br />support the launch of the Santa Ana Building Healthy Communities initiative of the California <br />Endowment. She also worked closely with diverse community leaders to successfully capture <br />input and engage diverse representatives throughout the strategic planning process. <br />In addition to serving as the project manager, Ms. Altmayer will directly oversee the community <br />needs assessment and fiscal modeling analysis of the scope of work. Brief overviews of the qualifications <br />and experience of our proposed staff are included in Figure 2 and the resumes that follow.
