Library <br />www.santa-ana.org/library <br />Item # 39 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />August 17, 2021 <br />TOPIC: Santiago Library System Full Membership <br />AGENDA TITLE: <br />Santa Ana Public Library Request to Join the Santiago Library System as a Full Member <br />RECOMMENDED ACTION <br />Adopt a resolution allowing the Santa Ana Public Library to join the Santiago Library <br />System (SLS) as a full member and become eligible for additional State funding for library <br />services that support digital literacy and education. <br />DISCUSSION <br />The Santa Ana Public Library has the opportunity to participate as a full member of the <br />Santiago Library System (SLS). SLS is a state-funded network of ten public library <br />jurisdictions and two associate member libraries in Orange County, California. The <br />system seeks to promote cooperation and coordination of library services to meet the <br />informational, educational, cultural and recreational needs of all residents of the Orange <br />County area. By joining SLS, the Santa Ana Public Library will have an opportunity to <br />receive additional California Library Services Act (CLSA) funding related to e-resources <br />or other library services. The support of future CSLA funding will result in further bridging <br />of the digital divide in Santa Ana. Currently, the Santa Ana Public Library is an Associate <br />Member, and is not eligible for any funding at this level. To participate in CLSA, the Santa <br />Ana Public Library must move from Associate Membership to Full Membership. <br />Membership dues are determined by the Santiago Executive Council each year. For <br />Fiscal Year 2021-22, the Executive Council voted to assess $200 in dues to full members. <br />In addition, the Santiago Executive Council also votes to distribute CLSA funds to full <br />members using a formula based on population served. As an example, Anaheim Public <br />Library received approximately $10,000 in CLSA funding for fiscal year 2020-2021. <br />FISCAL IMPACT <br />The minimal membership cost of $200 per year is part of the Library Services Agency FY <br />2021-2022 operating budget.
