Public Works Agency <br />https://www.santa-ana.org/pw <br />Item # 7 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />July 20, 2021 <br />TOPIC: Grant for Water Production Facilities <br />AGENDA TITLE <br />Approve Appropriation Adjustment Accepting California Governor’s Office of Emergency <br />Services Community Power Resiliency Grant Funds for Water Production Facilities in the <br />Amount of $300,000 (Non-General Fund) <br />RECOMMENDED ACTION <br />Approve an appropriation adjustment accepting California Governor’s Office of <br />Emergency Services Community Power Resiliency grant funds in the amount of $300,000 <br />into the Public Works Emergency & Health Grants, State Grant-Direct revenue account <br />and appropriate the same amount into the FEMA/OES Disaster Assistance, Machinery & <br />Equipment expenditure account for expenses in Fiscal Year 2021-22. <br />DISCUSSION <br />The Public Works Agency’s Water Resources Division oversees and maintains the daily <br />operations of the City’s water and sanitary sewer systems. The water system is comprised <br />of approximately 480 miles of water main, 21 groundwater wells, seven pump stations, <br />10 reservoirs with a storage capacity of 49 million gallons, four pressure regulating <br />stations, and seven connection points to Metropolitan Water District (MWD). The system <br />has an average daily demand of 43 million gallons from its roughly 45,000 service <br />connections. <br />In October 2020, the Water Resources Division submitted a grant application to the <br />California Governor’s Office of Emergency Services (CalOES) Community Power <br />Resiliency Allocation to Cities (CPRAC) Program. The CPRAC Program is a state aid <br />program designed to support California incorporated cities in preparing for and <br />responding to power outage events. The current grant program cycle made $13 million <br />available from the State General Fund. Each applicant was able to apply for up to <br />$300,000 in CRPAC Program funding with no local funding match required. In March <br />2021, the Public Works Agency was notified that it had been awarded the full requested <br />amount of $300,000. <br />Due to the continued threat of wildfires, the City of Santa Ana’s energy provider, Southern <br />California Edison (SCE) performs Public Safety Power Shutoffs (PSPS) in order to reduce
