Public Works Agency <br />www.santa-ana.org/pw <br />Item # 21 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />July 20, 2021 <br />TOPIC: Water Supply Assessment for the Warner - Red Hill Mixed Use Development <br />Project <br />AGENDA TITLE <br />Resolution Approving the Water Supply Assessment for the Warner - Red Hill Mixed Use <br />Development Project Located at 2300, 2310, and 2320 South Red Hill Avenue <br />RECOMMENDED ACTION <br />Adopt a resolution approving the Water Supply Assessment for The Warner - Red Hill <br />Mixed-Use Development Project located at 2300, 2310, and 2320 South Red Hill Avenue. <br />DISCUSSION <br />In June 2021, the City of Santa Ana filed its 2020 Urban Water Management Plan <br />(UWMP) with the California Department of Water Resources in accordance with California <br />Water Code Section 10610, et seq., which requires UWMPs be filed every five years <br />(Exhibit 1). The UWMP, among its several functions, estimates water supply sufficiency <br />by forecasting the City’s water supply capacity and anticipated consumer water demand <br />to ensure that available water supply will meet or exceed demand. <br />UWMPs are point-in-time estimates that, by their nature, cannot fully capture future <br />effects of large changes not yet known at the time the plan is developed. For this reason, <br />California Water Code Section 10910 requires separate review of water supply sufficiency <br />via a Water Supply Assessment document for large projects. The City must concur that <br />adequate water supply exists for residential development projects consisting of 500 <br />dwelling units or more before development may proceed. <br />The proposed Warner - Red Hill mixed-use development project, located at the western <br />corner of Red Hill Avenue and Warner Avenue, includes 1,100 residential dwelling units <br />and 80,000 square feet of commercial space, and therefore requires a Water Supply <br />Assessment. Staff has reviewed the project’s Water Supply Assessment (Exhibit 2) and <br />has concluded that the City has adequate supply to service the project upon completion. <br />Staff recommends that the City Council adopt a resolution approving the assessment <br />(Exhibit 3).
