Community Development Agency <br />www.santa-ana.org/cd <br />Item # 22 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />July 20, 2021 <br />TOPIC: Approve a Shelter Budget for Furnishings, Fixtures and Equipment <br />AGENDA TITLE: <br />Approve a Shelter Budget for Furnishing, Fixtures and Equipment in an Amount not to <br />exceed $1,000,000 for One-Time Purchases (Non-General Fund) <br />RECOMMENDED ACTION <br />Approve a shelter budget for furnishings, fixtures and equipment in an amount not to <br />exceed $1,000,000, in one-time direct purchases with various vendors, and approve for <br />the purchasing department to utilize cooperative contracts and employ other practical <br />procurements methods to ensure the shelter is fully equipped and furnished by the <br />opening date, subject to non-substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />In October of 2019, the City Council authorized the City Manager to execute a settlement <br />agreement with the Orange County Catholic Worker, to resolve claims pertaining to <br />homelessness in United States District Court Case No, SACV 18-0155-DOC (JDE). This <br />action by the City Council followed the federal lawsuit that was filed by the Orange County <br />Catholic Worker to halt efforts by the County of Orange to remove homeless <br />encampments along the Santa Ana Riverbed and prevent neighboring cities from citing <br />or arresting those individuals who violated local ordinances prohibiting camping in public <br />areas. The settlement agreement acknowledged that the City currently operated the Link <br />shelter and intended to establish a new shelter with 200-250 beds to replace the Link <br />shelter. <br />In March, 2021, City Council approved a 15-year Lease Agreement with Dyer 18 LLC for <br />a 29,503 square-foot industrial building located at 1815 Carnegie Avenue for a homeless <br />navigation center to replace the Link shelter. The agreement included building/tenant <br />improvements and the option to purchase the building in Year Two. The estimated <br />opening date of the navigation center is November, 2021. Selected furnishings, fixtures <br />and equipment outside of tenant improvements should be ordered at this time to meet the <br />projected date.
