Administrative Plan 5/1/21 <br /> Page TSP-24 <br />Family Briefing <br />In addition to the applicable family briefing requirements at 24 CFR 982.301(a)(2) as to how <br />portability works and how portability may affect the family’s assistance, the initial PHA must <br />inform the family how portability may impact the special EHV services and assistance that may <br />be available to the family. <br />The initial PHA is required to help facilitate the family’s portability move to the receiving PHA <br />and inform the family of this requirement in writing, taking reasonable steps to ensure <br />meaningful access for persons with limited English proficiency (LEP). <br />PHA Policy <br />In addition to following PHA policy on briefings in Chapter 5, as part of the briefing <br />packet for EHV families, the PHA will include a written notice that the PHA will assist <br />the family with moves under portability. <br />For limited English proficient (LEP) applicants, the PHA will provide interpretation <br />services in accordance with the PHA’s LEP plan (See Chapter 2). <br />Coordination of Services <br />If the portability move is in connection with the EHV family’s initial lease-up, the receiving <br />PHA and the initial PHA must consult and coordinate on the EHV services and assistance that <br />will be made available to the family. <br />PHA Policy <br />For EHV families who are exercising portability, when the PHA contacts the receiving <br />PHA in accordance with Section 10-II.B. Preapproval Contact with Receiving PHA, the <br />PHA will consult and coordinate with the receiving PHA to ensure there is no duplication <br />of EHV services and assistance. <br />EXHIBIT 3
