I. INTRODUCTION <br />The PHA has received an allocation of EHV to assist individuals and families who are experiencing <br />homelessness; at risk of experiencing homelessness; fleeing, or attempting to flee, domestic violence, <br />dating violence, sexual assault, stalking, or human trafficking; or were recently homeless and for <br />whom providing rental assistance will prevent homelessness or having high risk of housing instability. <br /> <br />The PHA is required to enter into a MOU with the CoC to establish a partnership for the administration <br />of the EHVs. The primary responsibility of the CoC under the MOU is to make direct referrals of <br />qualifying participants to the PHA. The MOU is a complete statement of the responsibilities of the <br />parties and evidence of a commitment of resources to the EHV program. <br /> <br />II. PURPOSE <br />The purpose of this MOU is to support the efficient and effective lease up of each EHV allocated to <br />the PHA no later than June 30, 2022, and ongoing lease up of any turnover vouchers through <br />September 30, 2023, by receiving appropriate referrals from the CES. <br /> <br />III. TERM <br />The term of this MOU shall be effective July 1, 2021, and remain active until September 30, 2023. <br />The Parties shall be obligated to perform such duties as would normally extend beyond this term, <br />including but not limited to, obligations with respect to reporting and confidentiality. <br /> <br />IV. MUTUAL RESPONSIBILITIES <br />a. Parties commit to administering the EHVs in accordance with all program requirements in <br />Notice PIH 2021-15. <br />b. Parties agree that a strong level of communication and coordination among the Parties is <br />necessary to ensure program success and adherence to program requirements. <br />i. Parties shall establish a mutually convenient regular meeting schedule and <br />communication methods for the EHV process. <br />ii. Parties shall provide an update of referred matches, application status, lease up <br />status and available vouchers. <br />c.
