A-2023-069-24 <br />INSURANCE ON FILE <br />WORK MAY PROCEED <br />UNTILINSUR EEXPIRES <br />CITY CLERK AGREEMENT FOR WORKFORCE TRAINING <br />DATE•. <br />THIS SUBAWARD AGREEMENT ("Agreement"), made and entered into this <br />I` day of July, 2023, by and between the City of Santa Ana, a charter city and municipal <br />�S.ybA�t corporation duly organized and existing under the Constitution and laws of the State of <br />California ("CITY") and The Regents of the University of California on behalf of the University <br />of California. Irvine Division of Continuing Education identified by the assigned Data Universal <br />Numbering System (DUNS) Number (04-670-5849) ("CONTRACTOR"). <br />N RECITALS: <br />CM <br />Q A. CITY has been designated a Local Workforce Development Area <br />(LWDA) under the Workforce Innovation and Opportunity Act of 2014, Public Law 1-113-128 <br />("WIOA" or "the Act"), Catalog of Federal Domestic Assistance (CFDA) Number 17.258, <br />17.278, 17.259 and Federal Award Identification Number (FAIN) AA363092155A6. <br />B. The State of California has created the LWDA to administer the Act <br />programs operated by the State of California pursuant to the Act. <br />C. As a LWDA, CITY is entitled to receive Federal funds to establish <br />programs to increase the employment, retention and earnings of participants, and increase <br />occupational skills attainment by participants, and as a result, improve the quality of the <br />workforce, reduce welfare dependency, and enhance the productivity and competitiveness of the <br />nation. Under WIOA, participants in need of training services may access career training <br />through a list of state -approved schools and their training programs. <br />D. In addition to WIOA, the CITY received funding from the Orange County <br />Social Services Vocational Training grant funded through the California Work Opportunity and <br />Responsibility to Kids Act of 1997, which provides monies for the basic needs of families with <br />children ("CalWORKs" or "SSA"). An important component of CaIWORKs allows for the <br />provision of employment services for parents. Heads of households are provided job training <br />services to help families upgrade job skills with the ultimate goal of self-sufficiency. <br />E. The CITY intends to utilize the WIOA and SSA Grant Funds to operate a <br />Workforce Training Program in which vocational training courses will be made available to <br />Qualified Participants ("Workforce Training Program"). Qualified Participants are those <br />individuals that are permitted to participate under the Act and approved to participate under the <br />City's Workforce Training Program ("Qualified Participants"). Pursuant to the Workforce <br />Training Program, the CITY desires to contract with public and private organizations, including <br />employers, who are qualified to participate in the CITY's Workforce Training Program by <br />providing services to Qualified Participants (each, a "Qualified Contractor"). <br />F, CONTRACTOR is a Qualified Contractor that has been selected as one of <br />several vendors that qualified to provide workforce training under the Workforce Training <br />Program. <br />Page 1 of 18 <br />
