Community Development Agency <br />www.santa-ana.org/cd <br />Item # 13 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />July 6, 2021 <br />TOPIC: Continuation as a Provider Under the Federal Title I Workforce Innovation and <br />Opportunity Act. <br />AGENDA TITLE: <br />Approve Continuation as a Career Services Provider under the Federal Title I Workforce <br />Innovation and Opportunity Act <br />RECOMMENDED ACTION <br />Authorize the Mayor to sign and direct staff to submit to the California Workforce <br />Development Board an application to provide Adult and Dislocated Worker Career <br />Services for a four-year period expiring May 2025, as authorized in the final regulations <br />of the federal Title I Workforce Innovation and Opportunity Act. <br />DISCUSSION <br />At its regularly scheduled meeting held on May 20, 2021 the Workforce Development <br />Board approved this action by a vote of 17:0 (Korthuis absent). <br />The City of Santa Ana is the administrative entity that receives direct from the State Title <br />I federal Workforce Innovation and Opportunity Act (WIOA) funding, which was signed <br />into law July 2014 and went into effect July 1, 2015. The Workforce Development Board <br />(WDB) is tasked with providing oversight in implementation of WIOA and policy <br />recommendations as it relates to workforce issues. <br />Initial guidance was given indicating that procurements of programs and services were to <br />be done in order to be in compliance with WIOA; however, on June 30, 2016, the <br />Department of Labor released WIOA Final Regulations that allowed WDB’s to retain <br />Career Services, which is defined as eligibility and case management to adult and <br />dislocated workers. City personnel under the Community Development Agency, Santa <br />Ana WORK Center have been providing eligibility, enrollment and case management <br />services for Adult and Dislocated Workers. <br />The Department of Labor requires States to have a process in place to allow local areas <br />to request Career Services be retained in-house or contracted out.
