Community Development Agency <br />www.santa-ana.org/cd <br />Item # 14 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />July 6, 2021 <br />TOPIC: Agreement with Habitat for Humanity for Residential Rehabilitation Program <br />AGENDA TITLE: <br />Approve an Agreement with Habitat for Humanity to Administer a Residential <br />Rehabilitation Program in an Amount not to Exceed $545,532 (Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Habitat for Humanity to <br />administer the City’s Residential Rehabilitation Program from July 6, 2021 through June <br />30, 2022, in the amount not to exceed $545,532 in Community Development Block Grant <br />funds, subject to non-substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />Since the beginning of the COVID-19 global pandemic that began in March 2020, the <br />City’s Residential Rehabilitation Program has been on hold because assigned staff were <br />reassigned to provide emergency rental assistance. Specifically, the City’s Residential <br />Construction Specialist who administers the Residential Rehabilitation Program has been <br />administering the City’s emergency rental assistance program since the beginning of the <br />pandemic. Other City staff have not been available to continue administering the <br />Residential Rehabilitation Program because they have also been engaging in emergency <br />response to the pandemic. Staff could not have anticipated how long the COVID-19 <br />pandemic would continue and the priority has been to administer several millions of <br />dollars in emergency rental assistance as efficiently and effectively as possible to keep <br />families in their rental units, as opposed to rehabilitating single-family homes and mobile <br />homes for existing homeowners. In general, staff triaged existing personnel in response <br />to the COVID-19 pandemic and as a result, the Residential Rehabilitation Program has <br />been on hold for over a year now. <br />Staff anticipates that the City’s Residential Construction Specialist will continue to <br />administer the City’s emergency rental assistance program until at least June 30, 2022 <br />based on additional funds that the City has received from the Department of <br />Treasury.
