RFP #21-017: On-Call Environmental Review Services for the <br />Housing Division <br /> City of Santa Ana Community Development Agency <br /> <br />A-13 <br /> 63675 <br /> <br />Kelene Strain <br />Project Manager <br />Professional Summary <br />Kelene Strain is a land use and environmental planner with 17 years of diverse <br />experience in planning, environmental analysis, and mitigation and conservation <br />banking. Throughout her career she has successfully managed and aided in the <br />preparation and coordination of environmental documentation in compliance with <br />CEQA, NEPA, and Tribal Environmental Policy Act. These environmental documents <br />include Program and Project EIRs, Supplemental EIRs, Focused EIRs, Addendums to EIRs, <br />Environmental Assessments, Mitigation Monitoring Plans and Reports, ISs, and MNDs. <br />Kelene’s range of project experience includes large-scale general plans; redevelopment <br />plans; specific plans; high-density and transit-oriented development; airports, schools, <br />parks, and recreation facilities and trails; residential developments; hospital facilities, <br />renewable energy projects, commercial and retail complexes, casinos, and coastal <br />resort hotels. <br />Kelene also has experience in obtaining regulatory permit approvals from the US Army <br />Corps of Engineers (USACE), US Fish and Wildlife Service (USFWS), California <br />Department of Fish and Wildlife (CDFW), US Forest Service (USFS), Regional Water <br />Quality Control Board (RWQCB), and National Oceanic and Atmospheric Administration <br />(NOAA) Fisheries. She possesses experience in biological surveying, and wetland <br />delineation and restoration, and mitigation banking compliance efforts that deliver <br />regulatory permits and approvals, including Prospectuses, Operation and Management <br />Plans, and Bank Entitlement Instruments. <br />Kelene has worked closely with CDFW, the California Department of Parks and <br />Recreation, and Orange County Parks as a volunteer wetland scientist and naturalist at <br />both Bolsa Chica State Beach and Upper Newport Bay (Back Bay). Her efforts have <br />included wildlife surveys, habitat restoration, trail maintenance and restoration, water <br />quality monitoring, and environmental education and public outreach. <br />Project Experience <br />Santa Angelina Senior Community Housing Project EA, County of Orange, <br />Placentia, CA <br />Project Manager. The Project involves the development of two residential buildings <br />accommodating 65 units (64 rental units) of affordable housing for senior households, <br />including a community center and recreational amenities. Building 1 is proposed to <br />include 41 one-bedroom units, and six two-bedroom units. Building 2 includes 18 one- <br />bedroom units. The Project will provide a total of 59 one-bedroom units that average <br />709 gross square feet in size and six two-bedroom units that average 871 gross square <br />feet in size. The 3.9-acre Project site is currently home to Blessed Sacrament Episcopal <br />Church, a well-established anchor in the community. The purpose of the project is to <br />provide low- and moderate-income housing to seniors ages 62 and up earning less than <br />60 percent of the AMI. Seniors have specialized housing needs and fixed incomes that <br />are not able to meet the demand of market-rate housing.
