RFP #21-017: On-Call Environmental Review Services for the <br />Housing Division <br /> City of Santa Ana Community Development Agency <br /> <br />A-45 <br /> 63675 <br /> <br />Shane Green, PE <br />Senior Transportation Engineer | Linscott, Law & Greenspan, Engineers <br />Professional Experience <br />Shane Green is a licensed Civil Engineer in the state of California. He earned his Bachelor <br />of Science in Civil Engineering from the University of California, Irvine and has over 15 <br />years of experience working on traffic engineering projects throughout the Southern <br />California region. Shane has extensive experience in the preparation of traffic impact <br />studies for a variety of land uses, site access and operational plans and parking studies. <br />He also has experience in preparing Vehicle Miles Traveled (VMT) analyses for a variety <br />of land uses. In addition, he currently provides on-call traffic and transportation <br />engineering consultation services to the City of Dana Point. His expertise in traffic <br />engineering helps LLG continue its tradition of excellence in the region. <br />Project Experience <br />4th & Mortimer Project, Santa Ana, CA <br />Prepared a traffic impact analysis report for the 4th & Mortimer Project. The Project <br />included the development of 169 apartment units and 11,361 SF of retail/commercial <br />floor area. The traffic study evaluated the proposed Project’s near-term and long-term <br />traffic impacts at six key study intersections and also included analysis for site access. A <br />VMT screening assessment was also competed to evaluate the Project based on SB743 <br />requirements consistent with OPR and the City of Santa Ana CEQA VMT Analysis <br />guidelines. <br />First American Plaza – 4th + Main Project, Santa Ana, CA <br />Prepared a traffic impact analysis report for the First American Plaza – 4th + Main <br />Project. The Project included the development of 220 DU apartment units and 12,350 <br />SF of retail/commercial floor area. The traffic study evaluated the proposed Project’s <br />near-term and long-term traffic impacts at nine key study intersections and also <br />included analysis for site access and internal circulation. <br />125 Baker (Baker Block), Costa Mesa, CA <br />Traffic Engineer for the Traffic Impact Analysis Report in the City of Costa Mesa.
