<br /> E-7 Statement of Qualifications – On-Call Environmental Review Services for Housing Division <br />Rialto Metrolink Affordable Housing Project <br />Initial Study/Mitigated Negative Declaration/ <br />Environmental Assessment <br />RIALTO, CA <br />Michael Baker prepared an IS/MND for City of Rialto approval under CEQA, <br />and an Environmental Assessment for HUD approval under NEPA. <br /> <br />The project consisted of a 64-unit multi-family affordable housing for low and <br />very low-income households to assist the City of Rialto with meeting its <br />obligation to provide affordable housing pursuant to its Regional Housing <br />Needs Allocation and further the Rialto General Plan Housing Element goals <br />for the City, while promoting the production of safe, decent, and affordable <br />housing for all within the community. The project was developed under the nine percent Tax Credit Allocation Committee (TCAC) Program <br />administered by the State. The dwelling units were distributed within four buildings, each consisting of three floors with one, two, and <br />three-bedroom stacked flats. The project site was designed to be served by public train and bus transit services provided by Metrolink <br />and Omnitrans. The Rialto Metrolink Station is adjacent to the project site to the north. Existing Omnitrans Route 22 northbound far side <br />and southbound near side bus stops are located 0.06-mile southeast and 0.15-mile northeast of the project site, respectively. <br /> <br />Key issues: Key issues analyzed in the project consisted aesthetics, air quality, biological resources, community impacts, cultural <br />resources, noise, public services, recreation, traffic, utilities, and mandatory findings of significance. <br /> <br />Year Completed: Approved 2016 <br />Client: City of Rialto <br />Contact: R.
