The project site is approximately <br />92,400 square feet (2.12 acres) located at <br />2514 and 2534 Westminster Avenue. The <br />City’s General Plan land use designation <br />for the site was General Commercial (GC), <br />and the zoning was Commercial General <br />(C2). The site was vacant, although a portion of the site was paved and used as a parking lot.
