She has experience preparing and <br />editing environmental analyses in accordance with CEQA and NEPA for infrastructure, <br />housing and urban development, and long-range planning projects. Her <br />responsibilities include performing research and analysis and/or completing <br />assignments within agency offices and for private sector clients; preparing CEQA and <br />NEPA environmental assessments and technical studies, including air quality, energy, <br />greenhouse gas, and noise studies; assisting with the preparation of General Plans <br />and other comprehensive planning documents; conducting and coordination noise- <br />monitoring efforts; and interacting with various members of public agency and <br />private client staff on matters related to land use planning, CEQA/NEPA compliance, <br />and land development application processing. <br />SELECT PROJECT EXPERIENCE <br />Development Projects <br />Assistant Project Manager/Noise Analyst, City of Santa Ana – Westview Housing <br />Project IS-MND, Santa Ana <br />Ms. Villanueva served as an assistant project manager for an IS-MND for construction <br />of 85 apartment units within two 3- to 4-story buildings and 136 parking spaces on a <br />2.1-acre project site. All units, except the manager’s unit, would be designated as <br />affordable housing units. Her responsibilities included internal management of a <br />team and coordination between the team and City staff. Ms. Villanueva also <br />conducted the noise and vibration analysis, including necessary technical modeling, <br />for the IS-MND. <br />Project Manager/Technical Analyst, The Ketter Group – Technical Studies for CEQA <br />Class 32 (In-Fill Development) Categorical Exemptions, Los Angeles <br />Ms. Villanueva has managed various technical air quality and noise studies for CEQA <br />Class 32 (in-fill development) project applications for multi-family housing projects. <br />Her responsibilities have included conducting noise-monitoring, technical modeling, <br />and coordinating a team to prepare these studies. Typical project’s include low- to <br />mid-rise mixed-use or multi-family development with units allocated toward low- <br />income individuals or families. <br />CEQA/Technical Analyst, City of Walnut – The Terraces at Walnut Specific Plan EIR, <br />Walnut <br />Ms. Villanueva served as a CEQA and technical analyst in assisting the City of Walnut <br />with an EIR for a proposed Specific Plan, which involved a mixed-use infill project that <br />included various housing types, a commercial district, parks and recreation areas, and <br />open space, such as landscaped slopes, on 49 acres of vacant land. The major issues <br />of concern were associated with impacts to aesthetics, biological resources, noise and <br />transportation. Her responsibilities included conducting on-site noise monitoring and <br />drafting the noise and vibration analysis as well as the air quality and greenhouse <br />gases analysis for the EIR. <br />EXHIBIT 1
