A native of the San Francisco Bay Area, he <br />received his Bachelor of Arts in History at the University of California, Santa Cruz prior <br />to pursuing a Master’s in historic preservation from the University of Southern <br />California, School of Architecture. He meets and exceeds the Secretary of the <br />Interior’s Professional Qualification Standards for History and Architectural History <br />and has a wide range of experience with projects requiring historic resources <br />compliance with Section 106 of the National Historic Preservation Act, California <br />Environmental Quality Act, and local ordinances. In addition to his direct experience <br />with bridge improvement projects, Mr. Treffers has been involved in a number of <br />projects in the San Francisco and Monterey Bay areas. For these efforts, Mr. Treffers <br />has managed and conducted historic resource surveys, and coordinated directly with <br />state and local agencies. Both professionally and as a former commissioner on the <br />South Pasadena Cultural Heritage Commission, Mr. Treffers has also worked closely <br />with design teams on projects involving alterations to historic resources to ensure <br />compliance with SOI Standards and applicable design guidelines. As a result, he has <br />extensive experience identifying character-defining features, reviewing architectural <br />drawings, and collaborating with local governments, stakeholders, architects, and <br />engineers to meet project objectives while retaining those elements that convey the <br />reason for a historic resource’s significance. <br />SELECT PROJECT EXPERIENCE <br />Senior Architectural Historian, City of Santa Ana - First American Mixed Use Project <br />EIR Addendum, Santa Ana <br />Rincon was retained by the City of Santa Ana to prepare an Addendum to the Final <br />EIR for the Transit Zoning Code (TZC) for the First American Mixed Use Project. The <br />proposed project involved construction of a new commercial/residential mixed-use <br />development consisting of 12,350 square feet of commercial space and 220 <br />residential units on two parcels in downtown Santa Ana, within the TZC area. As part <br />of the project, the historical facades of the existing First American building at 114 E. <br />Fifth Street will be preserved and incorporated into the facades into the new mixed- <br />use building. Rincon prepared a cultural and historic resource investigation that <br />conformed to set standards for CEQA and NEPA, Section 106 of the National Historic <br />Preservation Act. <br />Senior Architectural Historian, City of Laguna Beach - Laguna Beach Civic Site <br />Project IS-MND, Laguna Beach <br />Rincon assisted the City of Laguna Beach with preparation of an IS-MND for the Civic <br />Site Project located at 31526 and 31532 Coast Highway. The 0.28-acre site consists of <br />two vacant parcels covered in ruderal vegetation, including various trees, and <br />ornamental landscaping. Due to the site’s vacant conditions and vegetation, <br />environmental review of the project included a Cultural Resources Assessment. The <br />project was approved in August 2020. <br />Architectural Historian, Metropolitan Water District of Southern California – <br />Historic Building Documentation Packages, Southern California <br />Mr. Treffers has prepared multiple historic building documentation packages for <br />MWD. These documents were completed as part of the cultural resources <br />EXHIBIT 1
