Our dedicated staff members have <br />successfully executed hundreds of environmental and planning reports and studies in full compliance with California <br />Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), and the full range of applicable <br />environmental legislative policies. <br />• Current, Local Experience in Orange County: Chambers Group and its team of professionals have a strong <br />experience and understanding of local laws, ordinances, regulations, and policies. We are committed to ensuring <br />that all planning and permitting activities remain in compliance with jurisdictional regulations and related <br />expenditure guidelines. We had two Master Service Agreements with the City with a recent project being Lincoln- <br />Fairhaven Access Trail Addendum. <br />• Proven Track Record of Innovative Solutions Working Under On-Call Contracts: Chambers Group has developed <br />a systematic approach to project management of on-call contracts. In the last 10 years alone, Chambers Group has <br />held over 100 on-call contracts with various cities, counties, and agencies throughout Southern California valued <br />at over $20 million in contract fees. Chambers Group actively holds on-call contracts with the County of Orange, <br />City of Beaumont, City of Moorpark, and City of Desert Hot Springs. We have completed numerous Environmental <br />Assessments Determinations and Compliance Findings for HUD-assisted Projects (24 CFR Part 58) for the County of <br />Orange and various cities. Our headquarters office is based in Santa Ana and our staff members are available to be <br />at City Hall at a moment’s notice. <br />• The Chambers Group team is structured in such a way that is efficient and effective for On-Call contracts. The <br />team will be led by Kelene Strain as Project Manager. She will also serve as the primary point-of-contact and will <br />proactively collaborate with the City. She has decades of experience with a great deal of project experience with <br />U.S. Housing and Urban Development (HUD) projects. Kelene will be supported by a team of CEQA and NEPA <br />practitioners and subject matter experts, including Vista Environmental to provide support for air quality, <br />greenhouse gas (GHG) emissions, and noise analyses. Vista Environmental has completed numerous complex air <br />and noise studies that conform to both the CEQA and NEPA requirements with Chambers Group. Converse <br />Consultants (Converse) will provide Phase I and Phase II Environmental Site Assessments; Lead Risk Surveys; Lead <br />and Asbestos Testing, Monitoring and Clearances; and Soils Testing. Linscott, Law & Greenspan, Engineers (LLG) <br />will provide support for Transportation Impact Assessments. <br />As President of Chambers Group, I attest that this proposal is made without collusion with any other person, persons, <br />company, or parties submitting a proposal; that it is in all respects fair and in good faith without collusion or fraud; and, <br />that I as signer of the proposal has full authority to bind Chambers Group.
