Public Works Agency <br />https://www.santa-ana.org/pw <br />Item # 21 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />July 6, 2021 <br />TOPIC: On -Call Material Testing and Special Inspection Services <br />AGENDA TITLE <br />Approve Agreements with AESCO Inc., Kleinfelder Inc., and RMA Group for On -Call <br />Material Testing and Special Inspection Services in an Amount not to Exceed $1,000,000 <br />for a Three-year Term (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute agreements with AESCO Inc., Kleinfelder Inc., <br />and RMA Group to provide as -needed material testing and special inspection services in <br />a shared aggregate amount not to exceed $1,000,000 for a three-year term beginning <br />July 6, 2021 and expiring July 5, 2024, with an option for two, one-year extensions, <br />subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />Under the City of Santa Ana's Capital Improvement Program, a number of construction <br />projects will take place in the next few years. These projects include street pavement, <br />traffic signal installation, and underground utility, building, bridge and park facility <br />improvements. The total value of construction is estimated to exceed $100 million. <br />Approval of this item will allow the City to retain testing and inspection firms to provide <br />quality assurance services for these construction projects. The selected entities are <br />expected to provide testing and inspections for construction activities involving grading, <br />soils, base material, concrete, masonry, asphalt concrete, structural steel, reinforcing <br />steel, painting and to provide other quality assurance services when required. <br />On September 2, 2020, the Public Works Agency released Request for Proposals No. <br />20-111 (RFP) on the City's online procurement portal. Seventeen vendors submitted <br />proposals, which were evaluated by a rating panel and ranked based on the criteria <br />included in the RFP. The following firms submitted responsive proposals and, as such, <br />staff recommends awarding agreements to them for as -needed material testing and <br />special inspection services. <br />
