Planning and Building Agency <br />https://www.santa-ana.org/pb <br />Item # 10 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />June 15, 2021 <br />TOPIC: LEAP Grant Appropriation Adjustment <br />AGENDA TITLE: <br />Approve an Appropriation Adjustment recognizing State of California, Department of <br />Housing and Community Development (HCD) LEAP Grant Funds in the Amount of <br />$750,000 <br />RECOMMENDED ACTION <br />Approve an appropriation adjustment recognizing State of California, Department of <br />Housing and Community Development (HCD) LEAP Grant funds in the amount of <br />$750,000 in the Planning and Building Agency revenue account and appropriate same to <br />expenditure accounts. <br />DISCUSSION <br />On January 27, 2020, the State of California, Department of Housing and Community <br />Development (HCD) issued a Notice of Funding Availability (NOFA) for its Local Early <br />Action Planning Grants Program (LEAP). The purpose of the LEAP is to help cities and <br />counties in California accelerate housing production and facilitate compliance in <br />implementing the sixth cycle of regional housing needs assessment. The LEAP provides <br />grants through a non-competitive process and the City of Santa Ana is eligible to receive <br />up to $750,000 in funding. Recognizing this, staff prepared and submitted an application, <br />authorized by the City Council per Resolution 2020-045, emphasizing the benefits to the <br />community. <br />On November 19, 2020, HCD awarded the SB 2 grant in the amount of $750,000 to the <br />City of Santa Ana. The City will utilize grant funds to update the General Plan Housing <br />Element as required by State law, as well as the Zoning Code Update to serve existing <br />and future needs. Grant funds associated with the Zoning Code Update will include new <br />and updated best practices for the zoning design and development standards to assure <br />that new housing production enhances and preserves cultural, historic resources, and <br />neighborhood character. On March 29, 2021, the standard agreement was executed <br />between HCD and the City. <br />
