Public Works Agency <br />https://www.santa-ana.org/pw <br />Item # 26 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />June 15, 2021 <br />TOPIC: Spill Response, Hazardous Waste Disposal, and Storm Drain Facility <br />Maintenance Services <br />AGENDA TITLE <br />Approve Agreements with Ocean Blue Environmental Services, Inc. and United Storm <br />Water, Inc. for Spill Response, Hazardous Waste Disposal, and Storm Drain Facility <br />Maintenance Services for up to a Five-year Term in an Amount not to Exceed $1,750,000 <br />per Agreement (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute agreements with Ocean Blue Environmental <br />Services, Inc. and United Storm Water, Inc. to provide spill response, hazardous waste <br />disposal, and storm drain facility maintenance services in the annual amount of $350,000 <br />for each agreement, for a total amount not to exceed $1,750,000 per agreement, for a <br />three-year term beginning June 15, 2021 through June 14, 2024, with provisions for one <br />two-year extension, subject to non -substantive changes approved by the City Manager <br />and City Attorney. <br />DISCUSSION <br />The City of Santa Ana is a co-permittee under the North Orange County Municipal <br />Separate Storm Sewer System (MS4) Permit (Order No. R8-2009-0030, as amended by <br />Order No. R8-2010-0062). The Permit requires the City to reduce pollutants discharged <br />in urban runoff to the "maximum extent practicable". In order to comply with the Permit, <br />the City is required to clean and maintain its storm drain system, respond to and eliminate <br />illegal discharges and illicit connections, and conduct cleanup of pollutant spills that could <br />potentially impact the storm drain system. <br />On March 4, 2021, the Public Works Agency released Request for Proposal (RFP) No. <br />21-004 to seek the services of professional contractors to provide spill response, <br />hazardous waste disposal, and storm drain facility maintenance services (Exhibit 1). The <br />RFP was advertised on the City's online procurement management and publication <br />system with proposals due on April 1, 2021. Four proposals were received, evaluated by <br />a selection committee, and ranked based on a combination of qualifications, relevant <br />project experience, understanding of need, and references. The table below summarizes <br />the rank and score for each contractor that submitted a proposal. <br />
