Public Works Agency <br />https://www.santa-ana.org/pw <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />June 1, 2021 <br />TOPIC: On -Call Water Resources Plan Check Services <br />AGENDA TITLE <br />Approve an Agreement with Adams Streeter Civil Engineers, Inc. for Water Resources <br />Plan Check Services in an Amount Not to Exceed $750,000 for up to Five Years (Non - <br />General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Adams Streeter Civil <br />Engineers, Inc. to provide on -call water resources plan checking services for a three-year <br />period beginning June 1, 2021 and expiring May 31, 2024, with provisions for one, two- <br />year renewal period exercisable by the City Manager and City Attorney, in an annual <br />amount of $150,000 and a total agreement amount not to exceed $750,000, subject to <br />non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency Water Resources Division is responsible for reviewing, <br />checking and regulating all proposed developments and capital improvement projects <br />within the City limits as they pertain to the City's water and sewer infrastructure. This <br />process ensures that development and improvements are done in accordance with <br />applicable local, county and state requirements, and that any impacts to the infrastructure <br />are mitigated through conditions of approval. <br />The current demand for development plan review has exceeded the Division's capacity. <br />The recommended action provides on -call plan checking services that can be utilized to <br />increase responsiveness related to the review of private development plans, which allows <br />staff to adhere to public project delivery schedules <br />On February 25, 2021, the Public Works Agency released a Request for Proposals on <br />the City's online bid and management publication system. Eight proposals were received <br />and evaluated by a review committee based on criteria outlined in the RFP. A summary <br />of the proposals received and their respective ranking is as follows: <br />
