Public Works Agency <br />https://www.santa-ana.org/pw <br />Item # 18 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 1, 2021 <br />TOPIC: Geotechnical, Special Inspection, and Material Testing <br />AGENDA TITLE <br />Approve Agreement with the County of Orange (Public Works Materials Laboratory) for <br />Geotechnical, Special Inspection, and Material Testing Services in an Amount not to <br />Exceed $1,500,000 for a Three-year Period <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with the County of Orange (Public <br />Works Materials Laboratory) to provide on-call geotechnical, special inspection, and <br />material testing services for a three-year period beginning June 1, 2021, and expiring May <br />31, 2024, in an amount not to exceed $1,500,000, subject to non-substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency oversees construction of capital projects. To ensure quality and <br />meet state and federal requirements, a variety of inspections and tests must be performed <br />on workmanship and construction materials used on the project. City staff does not have <br />certain certifications, nor does the City have the proper testing equipment to meet <br />particular federal and state requirements. Therefore, staff utilizes consultants and the <br />Orange County Public Works Materials Laboratory (OCPWML) to perform geotechnical, <br />special inspection and material testing to support delivery of the City’s Capital <br />Improvement Program. Furthermore, recipients of federal funding must have an approved <br />Quality Assurance Plan (QAP) as a condition to receive funding. The City’s QAP list <br />OCPWML as one of the approved laboratories to perform these functions. <br /> <br />Staff has utilized these County services in past years and recommends that OCPWML <br />be retained to provide on-call geotechnical, special inspection and material testing in <br />addition to those services provided by third-party geotechnical engineering consultants. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action.
