Santa Ana 2020 Urban Water Management Plan <br />arcadis.com <br />8-1 <br />8 WATER SHORTAGE CONTINGENCY PLANNING <br /> Layperson Description <br />Water shortage contingency planning is a strategic planning process that the City engages to prepare <br />for and respond to water shortages. A water shortage, when water supply available is insufficient to meet <br />the normally expected customer water use at a given point in time, may occur due to a number of <br />reasons, such as water supply quality changes, climate change, drought, and catastrophic events <br />(e.g., earthquake). The City’s WSCP provides real-time water supply availability assessment and <br />structured steps designed to respond to actual conditions. This level of detailed planning and preparation <br />will help maintain reliable supplies and reduce the impacts of supply interruptions. <br />Water Code Section 10632 requires that every urban water supplier that serves more than 3,000 AFY or <br />have more than 3,000 connections prepared and adopt a standalone WSCP as part of its UWMP. The <br />WSCP is required to plan for a greater than 50% supply shortage. This WSCP due to be updated based <br />on new requirements every five years and will be adopted as a current update for submission to DWR by <br />July 1, 2021. <br />Overview of the WSCP <br />The WSCP serves as the operating manual that the City will use to prevent catastrophic service <br />disruptions through proactive, rather than reactive, mitigation of water shortages. The WSCP contains <br />processes and procedures documented in the WSCP, which are given legal authority through the WSCP <br />Response Ordinance. This way, when shortage conditions arise, the City’s governing body, its staff, and <br />the public can easily identify and efficiently implement pre-determined steps to mitigate a water shortage <br />to the level appropriate to the degree of water shortfall anticipated. Figure 8-1 illustrates the <br />interdependent relationship between the three procedural documents related to planning for and <br />responding to water shortages.
