Santa Ana 2020 Urban Water Management Plan <br />arcadis.com <br />8-3 <br />Section 3.4 Shortage Response Actions describes the WSCP’s shortage response actions that align <br />with the defined shortage levels. <br />Section 3.5 Communication Protocols addresses communication protocols and procedures to inform <br />customers, the public, interested parties, and local, regional, and state governments, regarding any <br />current or predicted shortages and any resulting shortage response actions. <br />Section 3.6 Compliance and Enforcement describes customer compliance, enforcement, appeal, and <br />exemption procedures for triggered shortage response actions. <br />Section 3.7 Legal Authorities is a description of the legal authorities that enable the City to implement <br />and enforce its shortage response actions. <br />Section 3.8 Financial Consequences of the WSCP provides a description of the financial <br />consequences of and responses for drought conditions. <br />Section 3.9 Monitoring and Reporting describes monitoring and reporting requirements and procedures <br />that ensure appropriate data is collected, tracked, and analyzed for purposes of monitoring customer <br />compliance and to meet state reporting requirements. <br />Section 3.10 WSCP Refinement Procedures addresses reevaluation and improvement procedures for <br />monitoring and evaluating the functionality of the WSCP. <br />Section 3.11 Special Water Feature Distinction. <br />Section 3.12 Plan Adoption, Submittal, and Implementation provides a record of the process the City <br />followed to adopt and implement its WSCP. <br />The WSCP is based on adequate details of demand reduction and supply augmentation measures that <br />are structured to match varying degrees of shortage will ensure the relevant stakeholders understand <br />what to expect during a water shortage situation. The City has adopted water shortage levels consistent <br />with the requirements identified in Water Code Section 10632 (a)(3)(A) (Table 8-1). <br />The supply augmentation actions that align with each shortage level are described in DWR Table 8-3 <br />(Appendix B). These augmentations represent short-term management objectives triggered by the WSCP <br />and do not overlap with the long-term new water supply development or supply reliability enhancement <br />projects. <br />The demand reduction measures that align with each shortage level are described in DWR Table 8-2 <br />(Appendix B). This table also estimates the extent to which that action will reduce the gap between <br />supplies and demands to demonstrate to the that choose suite of shortage response actions can be <br />expected to deliver the expected outcomes necessary to meet the requirements of a given shortage level.
