Santa Ana 2020 Urban Water Management Plan <br />arcadis.com <br />9-11 <br />9.1.6 Water Conservation Program Coordination and Staffing Support <br />The City’s Water Service Quality Coordinator, a position created in 1991, acts as the water conservation <br />coordinator. The conservation coordinator is responsible for conservation program activities and acts as a <br />liaison with MWDOC, MET, California Water Efficiency Partnership (CalWEP), and others. <br />The City’s conservation coordinator’s duties include the following: <br /> Administer the contracts that the City has with MET and MWDOC regarding rebate programs. <br /> Conduct surveys at the request of residential and business customers (or designate a staff <br />member to do so). <br /> Coordinate with other agencies and public groups’ displays on conservation information and <br />provide free water conservation materials to the public. <br /> Monitor the recycled water program for the City. <br /> Administer the City’s education program using contractors or staff to educate children of City <br />schools or other locations. <br />The City’s water conservation programs are funded by the water ratepayers. The conservation program <br />efforts are factored into the City’s existing and future water rates as currently adopted. <br />9.1.7 Other Demand Management Measures (DMMs) <br />9.1.7.1 Residential Program <br />As a direct member of MET, residential DMMs are made available to City water users through the SoCal <br />WaterSmart Program.to increase landscape and indoor water use efficiency for residential customers. <br />High Efficiency Clothes Washer Rebate Program <br />The High Efficiency Clothes Washer (HECW) Rebate Program provides residential customers with <br />rebates for purchasing and installing HECWs that. Approximately 15% of home water use goes towards <br />laundry, and HECWs use 35-50% less water than standard washer models, with savings of approximately <br />10,500 gallons per year, per device. Devices must meet or exceed the Consortium for Energy Efficiency <br />(CEE) Tier 1 Standard, and a listing of qualified products can be found at socalwatersmart.com. There is <br />a maximum of one rebate per home. <br />Premium High Efficiency Toilet Rebate Program <br />The largest amount of water used inside a home, 30%, goes toward flushing the toilet. The Premium High <br />Efficiency Toilet (HET) Rebate Program offers incentives to residential customers for replacing their toilets <br />using 1.6 gallons per flush or more. Premium HETs use just 1.1 gallons of water or less per flush, which is <br />20% less water than WaterSense standard toilets. In addition, Premium HETS save an average of <br />9 gallons of water per day while maintaining high performance standards.
