Santa Ana 2020 Urban Water Management Plan <br />arcadis.com <br />10-3 <br />As a groundwater producer who relies on supplies from the OCWD-managed OC Basin, the City <br />coordinated the preparation of this 2020 UWMP with OCWD. Several OCWD documents, such as the <br />Groundwater Reliability Plan, Engineer’s Report, and 2017 Basin 8-1 Alternative were used to retrieve the <br />required relevant information, including the projections of the amount of groundwater the City is allowed <br />to extract in the 25-year planning horizon. <br />The various planning documents of the key agencies that were used to develop this UWMP are listed in <br />Section 2.2.1. <br />Public Participation <br />The City encouraged community and public interest involvement in the Plan update through a public <br />hearing and inspection of the draft document on June 1, 2021. As part of the public hearing, the City <br />discussed adoption of the UWMP, SBx7-7 baseline values, compliance with the water use targets <br />(Section 5), implementation, and economic impacts of the water use targets (Section 9). <br />Copies of the draft plan were made available for public inspection at the City Clerk’s and Utilities <br />Department offices. <br />Public hearing notifications were published in local newspapers. A copy of the published Notice of Public <br />Hearing is included in Appendix K. <br />The hearing was conducted during a regularly scheduled meeting of the City Council. <br />UWMP Submittal <br />The City Council reviewed and approved the 2020 UWMP at its June 1, 2021 meeting after the public <br />hearing. See Appendix L for the resolution approving the Plan. <br />By July 1, 2021, the City’s adopted 2020 UWMP was filed with DWR, California State Library, the County <br />of Orange and the City of Orange. The submission to DWR was done electronically through the online <br />submittal tool – WUE Data Portal. The City will make the Plan available for public review on its website no <br />later than 30 days after filing with DWR. <br />Amending the Adopted UWMP or WSCP <br />Based on DWR’s review of the UWMP, the City will make any amendments in its adopted UWMP, as <br />required and directed by DWR and will follow each of the steps for notification, public hearing, adoption, <br />and submittal for the amending the adopted UWMP. <br />If the City revises its WSCP after UWMP is approved by DWR, then an electronic copy of the revised <br />WSCP will be submitted to DWR within 30 days of its adoption.
